The EP is typically issued to professionals and managerial-level employees, while the\u00a0S Pass (SP)\u00a0<\/strong>is applicable to mid-skilled workers and technicians. The income criteria for the S Pass will also be increased again in\u00a0September 2024 and September 2025.<\/strong><\/section>\n

The revised income standards for Singaporean Employment Pass (EP) and S Pass (SP) are as follows:Employment Pass (EP) applicants:<\/strong>\u00a0The minimum monthly salary requirement has been raised to\u00a0SGD<\/strong>5000<\/strong>, and for the financial services sector, the minimum monthly salary has been raised to\u00a0SGD 5500<\/strong>.<\/p>\n

S Pass (SP) applicants:<\/strong>\u00a0The minimum monthly salary requirement has been raised to\u00a0SGD 3000<\/strong>, and for the financial services sector, the minimum monthly salary for S Pass applicants has been raised to\u00a0SGD 3500<\/strong>. Starting from September this year, EP applicants will need to score above\u00a040 points\u00a0<\/strong>in the Complementarity Assessment Framework (COMPASS) to be eligible for an EP.The framework consists of\u00a04 fundamental criteria and 2 bonus criteria<\/strong>, with 3 criteria related to the individual and 3 related to the employing company. Scores are assigned both to the individual and the company.<\/p>\n

EP Compass evaluates the following basic\u00a0dimensions and bonus items<\/strong>: (Each item is worth 20 points)<\/p>\n

Basic Dimensions:<\/strong><\/p>\n

  • C1. Age<\/li>\n
  • C2. Education<\/li>\n
  • C3. Workforce Diversity<\/li>\n
  • C4. Local Workforce Contribution<\/li>\n<\/ul>\n

    (C1) + (C2) criteria are for the\u00a0individual<\/strong>, while (C3) + (C4) criteria are for the\u00a0company<\/strong>.<\/p>\n

    \"\"<\/p>\n

    A score of\u00a020 points<\/strong>\u00a0is given if the salary is equal to or above\u00a090%<\/strong>\u00a0of peers in the same industry and age group,\u00a010 points<\/strong>\u00a0for\u00a065%-90%<\/strong>, and no points for below\u00a065%.<\/strong>\u00a0Graduates from reputable universities earn\u00a020 points<\/strong>, while those with regular bachelor’s degrees or equivalent qualifications earn\u00a010 points<\/strong>.<\/p>\n

    Company workforce diversity is assessed.<\/strong>\u00a0If the applicant’s nationality constitutes\u00a0less than<\/strong>\u00a05%<\/strong>\u00a0of the company’s white-collar workforce, they earn\u00a020 points<\/strong>;\u00a05-25%\u00a0<\/strong>earns\u00a010 points<\/strong>, and\u00a0above 25%<\/strong>\u00a0earns no points. For example, if a company has 100 white-collar employees, with 99 locals and 1 Malaysian, a new EP applicant from Malaysia falls within the 5% threshold and earns 20 points.<\/p>\n

    Supporting local employment.\u00a0<\/strong>If local Singaporean white-collar employees make up\u00a050%<\/strong>\u00a0or more of the company’s white-collar workforce, the company earns\u00a020 points<\/strong>;\u00a020%-50%\u00a0<\/strong>earns\u00a010 points<\/strong>.<\/p>\n

    For smaller companies with less than 25 white-collar employees, it’s challenging to meet both (C3) and (C4) requirements. Therefore, a special policy gives companies with fewer than 25 employees in this category 10 points each for (C3) and (C4).<\/p>\n

    Bonus Points:<\/strong><\/p>\n

    \u2022\u00a0Skills Incentive<\/strong>\u00a0(up to 20 points) – Individual criterion<\/p>\n

    \u2022\u00a0Strategic Incentive<\/strong>\u00a0(up to 10 points) – Company criterion<\/p>\n

    In-demand industry professionals<\/strong>\u00a0can earn an additional\u00a020 points<\/strong>. The notion of in-demand industries is tied to contributing to Singapore’s internationalization and innovation. This criterion requires close collaboration between the employer and government agencies and institutions.<\/p>\n<\/section>\n

    • Companies that provide employment opportunities to local Singaporeans<\/li>\n<\/ul>\n<\/section>\n<\/section>\n<\/section>\n
      The Singaporean government stated, “We will periodically adjust the income thresholds to ensure the quality of EP holders, as the employer’s willingness to pay a certain salary is an indicator of the EP holder’s quality.” The goal is to ensure that new EP holders can\u00a0match the top third of Singapore’s white-collar employees<\/strong>, contributing to the economy and enhancing the skills of their co-workers, as well as the country’s professional and executive workforce.The government will improve the evaluation process for EP applications,\u00a0focusing on diversity\u00a0<\/strong>in foreign labor and ensuring complementary contributions with local employees. This will lead to a more transparent and certain application process for companies.<\/p>\n

      Furthermore,\u00a0a new foreign workforce tax framework<\/strong>\u00a0will replace the existing foreign worker quota system, encouraging the employment of more high-skilled work pass holders and supporting more non-traditional work arrangements. To provide companies with sufficient time to prepare, adjustments to the foreign worker ratio cap and foreign workforce tax will come into effect in\u00a0Ja<\/strong>nuary 2024<\/strong>.<\/p>\n
