Since 2021, more than\u00a020 provinces<\/strong>\u00a0in China have raised their minimum wage standard, including\u00a0Anhui, Beijing, Guangdong, Hainan, Heilongjiang, Hubei, Jiangsu, Jiangxi, Jilin, Liaoning, Ningxia, Shaanxi, Shandong, Shanghai, Shanxi, Tianjin, Tibet, Xinjiang, and Zhejiang.Currently,\u00a0Shanghai<\/strong>\u00a0has the\u00a0highest monthly minimum wage<\/strong>\u00a0among 31 provinces (RMB 2,590 per month) and\u00a0Beijing\u00a0<\/strong>has the\u00a0highest hourly minimum wage\u00a0<\/strong>(RMB 25.3). Eight regions \u2013 Shanghai, Guangdong, Beijing, Tianjin, Jiangsu, Shandong, Hubei, and Zhejiang \u2013 have surpassed the RMB 2,000 mark in their monthly minimum wage standards.<\/p>\n

At the lower end of the wage spectrum,\u00a0Hunan<\/strong>\u00a0has the\u00a0lowest<\/strong>\u00a0monthly minimum wage level in China at\u00a0RMB 1,220\u00a0and\u00a0Yunnan<\/strong>‘s minimum wage level (RMB 1,350 per month) is slightly higher than that in\u00a0Anhui<\/strong>\u00a0(RMB 1,340 per month)<\/p>\n

According to China’s\u00a0Provisions on Minimum Wage, the legal minimum wage refers to the\u00a0minimum labor remunerations that shall be paid by the employers to the employees\u00a0under the precondition that the employee has provided normal labor within the promissory working hours or within the working hours that is prescribed in the labor contracts.<\/p>\n<\/section>\n

Minimum wages only tell\u00a0part of the story of labor costs<\/strong>\u00a0in China.As China’s economy moves up the value chain and makes the\u00a0transition to innovation and services, most workers employed by\u00a0foreign-invested enterprises<\/strong>\u00a0earn above the minimum wage.<\/p>\n

For example, workers in Shanghai made an average of RMB 10,338 per month through 2020 \u2013 nearly four times the local minimum wage.<\/p>\n

Moreover, employer\u00a0social insurance and housing fund obligations<\/strong>\u00a0add around an additional 37 percent to employers’ labor cost on top of the employees’ gross salary.<\/p>\n
